UCR Registration for New Carriers: 2026 and 2027 Fees
UCR is a yearly fee every interstate carrier and broker pays to the states. For a one or two truck carrier it's $46 for 2026 and $55 for 2027, and it's due before you run.

Check my MC numberUCR registration is the yearly Unified Carrier Registration fee that interstate motor carriers, brokers, freight forwarders and leasing companies pay to the participating states. A new carrier with 0 to 2 trucks pays $46 for 2026 and $55 for 2027. You register at ucr.gov, and you're expected to be registered before you run interstate.
It's separate from your USDOT number, your MC number and your insurance filing. FMCSA granting your authority doesn't register you for UCR. You have to do it yourself, or pay someone to do it.
What is UCR registration?
The Unified Carrier Registration Plan is a state revenue program set up by Congress for interstate carriers and other highway transportation businesses. You register once a year with your base state, which is usually the state of the principal address on your USDOT record, and that one payment covers all the participating states.
The registration year is the calendar year. There's no sticker or certificate to carry. Officers check your status online by USDOT number, at roadside or anywhere else.
Do I need UCR?
You likely do if you run interstate. The UCR Handbook says these businesses are covered once they operate in interstate commerce, mark interstate commerce on their USDOT profile, or have an active MC number:
- Motor carriers of property, both for-hire and private, including carriers that are exempt for other federal purposes
- For-hire passenger carriers
- Freight forwarders
- Brokers
- Leasing companies that lease vehicles without drivers to interstate carriers
Two groups are left out: carriers that run only within one state, and private carriers of passengers (think a church or school bus). If you're not sure, the UCR Plan's own "Do I need to register?" questionnaire walks you through it.
For UCR, a commercial motor vehicle is one with a weight rating or weight of 10,001 pounds or more, or a combination that hits 10,001 pounds, or one hauling placarded hazmat, or one built to carry more than 10 people. So a hotshot pickup pulling a trailer can count once the combination tops 10,000 pounds. A business with zero qualifying vehicles still registers, in the lowest bracket.
How much does UCR registration cost?
For most new carriers, $46 for 2026 or $55 for 2027. The fee depends on how many commercial motor vehicles you own or operate. Brokers, freight forwarders and leasing companies always pay the lowest bracket.
| Bracket | Vehicles | 2026 fee | 2027 fee |
|---|---|---|---|
| 1 | 0 to 2 | $46 | $55 |
| 2 | 3 to 5 | $138 | $167 |
| 3 | 6 to 20 | $276 | $333 |
| 4 | 21 to 100 | $963 | $1,163 |
| 5 | 101 to 1,000 | $4,592 | $5,548 |
| 6 | 1,001 and up | $44,836 | $54,165 |
| Broker, freight forwarder or leasing company | Any | $46 | $55 |
The 2027 fees come from FMCSA's final rule published in the Federal Register on September 1, 2026, effective October 1, 2026. That rule says the new fees stay in place for later years unless a future rule changes them. The 2026 fees are the 2025 fees carried over. Both sets match the UCR Plan's fee page as of October 13, 2026.
Fees aren't prorated. The handbook says that if you start running interstate even late in the year, you still owe the full fee for that year, and you don't get money back if you stop partway through.
How is my fleet size counted?
You can use either the number of vehicles on the last MCS-150 you filed, or the number you owned, long-term leased or operated in the 12 months ending June 30 before the registration year. For a brand-new carrier, the first number usually comes from your application, since new applicants file the MCSA-1 and the handbook treats it like the MCS-150. If your truck count changed, here's when a new carrier has to update the MCS-150.
Adding trucks during the year doesn't mean you re-file UCR. The bigger count shows up in the next year's registration.
When does a new carrier register for UCR?
Before you run interstate. The handbook says your fee is due the moment you mark interstate commerce on your USDOT profile, and that you're subject to UCR enforcement right away. It also says the UCR system sends new entrants a registration notice.
Registration for each year opens October 1 of the year before. To keep running legally, you have to be registered and paid before January 1 of that year. After that, states can take enforcement action unless the UCR Board pushes the date back.
That timing matters this fall. If you start running interstate in October, November or December 2026, the handbook's no-proration rule means you may owe the full 2026 fee ($46 for 0 to 2 vehicles) and then the 2027 fee ($55) before January 1. Check both years on ucr.gov with your USDOT number before you pay anyone.
You'll need your USDOT number to register. If you only have your company name handy, look up your MC and USDOT numbers here.
How many new carriers need UCR right now?
Thousands each month. First Load stores FMCSA's public authority records nightly. Of the carriers that first applied for authority on or after July 1, 2026, 8,513 were granted authority between July 1 and September 30, 2026. Of those, 7,647 (89.8%) listed 2 or fewer power units on their FMCSA record, which typically puts them in the lowest UCR bracket. Power units aren't the exact UCR count, so check your own vehicles against the definition above.
Another 2,454 from the same applicant pool were granted between October 1 and October 12, 2026. They're the group most likely to face both the 2026 and 2027 fees at once.
Where do I register for UCR?
The official registration system is ucr.gov. You fill out a short form with your company name, address, USDOT number and fleet size, then pay online. If you mail a check instead, your registration isn't effective until the payment posts.
- Go to ucr.gov and start a registration with your USDOT number.
- Pick the registration year. This fall, both 2026 and 2027 are open.
- Enter your vehicle count, or zero if you have no qualifying vehicles yet.
- Pay the fee and keep the receipt.
- Check that the registration shows on ucr.gov or on FMCSA's SAFER system.
Some states also let you register at a state office.
Should I pay a company to file UCR for me?
You don't have to. The handbook says you may hire a third party to register and pay for you, and that the UCR program doesn't regulate what a private company charges for that service. So a $46 government fee can turn into a much bigger bill once a service fee is added.
Those offers often show up right after your USDOT number goes public. Some letters and emails are written to look official. If you get one, check your status on ucr.gov first. Here's why the calls and letters start the day your filing goes public.
What happens if I don't register?
Each participating state sets its own penalties, and the handbook calls many of them significant. Officers can check your UCR status at roadside by USDOT number, and FMCSA has a violation code for it: 392.2 UCR, failure to pay UCR fees.
Some states also hold up your vehicle registration until UCR is paid. And if a state audit finds you paid for fewer trucks than you run, the handbook says you're treated as unregistered until you pay the difference.
UCR is one line on a longer list. See what to handle after your MC goes active and the full startup cost for a new trucking company.
First Load is a private company, not FMCSA or the UCR Plan.
Frequently asked questions
Is UCR a one-time fee?
No. UCR is a yearly registration that follows the calendar year. Registration for the next year opens October 1, and you need to be registered and paid before January 1 to keep running interstate.
Do I need UCR if I only have a USDOT number and no MC number?
Possibly. The handbook covers private carriers of property and carriers that are exempt from other federal rules, not just carriers with an MC number. What triggers UCR is running interstate or marking interstate commerce on your USDOT profile. Carriers that run only within one state don't register.
Do brokers have to register for UCR?
Yes, if they operate in interstate commerce. Brokers, freight forwarders and leasing companies pay the lowest bracket no matter how big they are: $46 for 2026 and $55 for 2027.
Can I get a refund if I stop running partway through the year?
No. The UCR Handbook says fees aren't prorated and there's no refund for months you don't operate. The same rule means a carrier that starts late in the year still owes the full year.
How do I check if my UCR is registered?
Search your USDOT number on ucr.gov or on FMCSA's SAFER system, which has a UCR tab. There's no separate credential to carry. Enforcement officers use the same online records.
